BBC Gaza Film Considered a 'Major' Violation of Media Rules, Says Broadcasting Watchdog

The BBC committed a "significant breach" of broadcasting rules by failing to disclose that the narrator of a programme about the Gaza conflict was the son of a Hamas administrator, as ruled by UK media regulator Ofcom.

An investigation by the media regulator into the documentary titled Gaza: How to Survive a Warzone has found that the documentary was "significantly deceptive".

The head of the BBC had previously apologised, stating there had been "a significant failing in relation to truthfulness".

The regulator has ordered the corporation to air a evening statement about its conclusions.

"Given this constitutes a significant violation of our regulations, we are ordering the corporation to air a announcement of our conclusions against it on BBC2 at 9pm, with a timing to be finalised," it said.

'Possibility to Undermine Confidence'

The regulator's statement said: "The inquiry we conducted found that the documentary's failure to disclose that the voice's parent held a position in the Hamas-run government was substantially inaccurate.

"It meant that the audience did not have essential details which may have been highly relevant to their evaluation of the voice and the content he presented.

"Credibility is at the heart of the connection between a media organization and its public, especially for a public service broadcaster such as the British Broadcasting Corporation.

"This failing had the potential to damage the significantly high levels of trust that the public would have put in a factual film from the broadcaster about the Israel-Gaza war."

The documentary was withdrawn from the online platform in last February after the presenter's familial connections were revealed, and in July an broadcaster's internal assessment found it infringed the corporation's content policies on factual correctness.

A corporation official stated: "The Ofcom ruling is in accordance with the conclusions of the internal assessment, that there was a serious error in the documentary in relation to the broadcaster's journalistic policies on truthfulness, which reflects clause 2.2 of the regulator's media standards.

"We issued an apology for this and we accept Ofcom's decision in full. We will comply with the sanction as soon as the date and wording are determined."
